Draft minutes of the Dallington Parish Council meeting held on 17th September 2024

1. Disclosures of interests

The Chair disclosed a personal interest in item 7.1 Planning (RR/2024/1238) as she is a next-door neighbour and a personal interest in the additional item (grant to Dallington PCC). She will leave the room during discussions on these items and will not take part in any voting.

2. Dispensations

None requested.

3. Apologies for absence

Councillor Holyoake sent apologies.

4. Accuracy of the minutes of the previous meeting(s)

This item will be on the agenda at the next DPC meeting as there were not enough Members present to make a quorate resolution.

5. Open Forum

5.1 County Council report (ESCC) – Councillor Kirby-Green sent apologies.

5.2 District Council report (RDC) – Councillor C. Pearce

  • Very little to report, the Rother Community Grant scheme is open.

5.3 Chair’s report (DPC) – Councillor W. Miers

  • Nothing to report.

AGREED: in the public interest, item 7. (Planning) will be discussed next.

7. Planning

7.1 Planning applications for consideration.

  • RR/2024/1238/P – Little Platt, South Lane

Demolition of existing single-storey garage/utility room and erection of a two-storey rear extension, including associated external alterations and landscaping works.

AGREED: to support this application.

  • RR/2024/1460/PN3 – Clayton Farm Barn, South Lane

Application to determine if prior approval is required for a proposed change of use of barn to hotel (Class C1).

AGREED: to submit a general comment only as DPC consider the wording to be ambiguous. DPC will strongly comment that prior approval is required (a full planning application) be made for such work due to the impact on a small rural community, the impact on the road (South Lane) and concern from residents.

7.2 No other planning matters for discussion.

6. Dallington Recreation Ground

6.1 Some estimates have been obtained for the necessary works, £500 for replacing the post and rail fencing (3 sections), a four-foot pedestrian gate (£75), a post for the gate (£65). These were agreed in principle. The Clerk will contact a contractor for formal quotes including infilling of the dip to the left-hand side of the car park. (CLERK)

6.2 No other DRG matters for discussion.

Additional item – grant request from Dallington PCC

RESOLVED: to grant the sum of £750 to Dallington PCC for churchyard maintenance. The Clerk has now received all requested documents. Councillor Harding proposed and Councillor Gray seconded, the voting was unanimous.

8. Enforcement

8.1 No Dallington items on RDC’s most recent enforcement list.

8.2 The Clerk is to contact RDC enforcement regarding their decision on Fuggles (Bakers Lane) as DPC do not believe it is accurate. (CLERK)

9. Highways/Rights of Way

9.1 The overgrown triangles have been reported to ESCC Highways and we understand that they will be cut during October.

9.2 No other highways/RoW matters for discussion.

10. Finance

10.1 Bank balances at 31.08.24

  • DPC deposit account – £15,359.50
  • DPC current account – £1,697.24
  • DRG current account – £23.17

10.2 RESOLVED: to approve the following payments. Councillor Gray proposed and Councillor Harding seconded, the voting was unanimous.

  • Clerk, salary, home office, expenses (Aug/Sep 2024) – £1,092.19
  • G. Keeley, mowing and hedge cutting – £180.00
