DRAFT MINUTES OF THE DALLINGTON PARISH COUNCIL MEETING HELD ON

16th JULY 2024

4. Accuracy of the minutes of the previous meeting(s)

RESOLVED: that the draft minutes of the DPC Annual Meeting held on 2105.24 be confirmed as being an accurate record of the proceedings. Councillor Holyoake proposed and Councillor Harding seconded, the voting was unanimous.

5. Open Forum

5.1 County Council report (ESCC) – Councillor Kirby-Green sent apologies.

5.2 District Council report (RDC) – Councillor Pearce sent apologies.

5.3 Chair’s report (DPC) – Councillor W. Miers

  • Sandbags have been dumped at the entrance to the DRG, the Clerk is to contact RDC for removal. (CLERK)
  • There has been a significant increase in HGVs using South Lane.

6. Dallington Recreation Ground

  • Quotes are being obtained for a new pedestrian gate, hedge clearing and infill of the large dip by the car park.
  • The Clerk is pursuing her quest for a sensible bill from EDG.
  • Councillor Ridley said the Dark Skies Festival will be held on 1st and 2nd November 2024.

7. Re-adoption/amendments to DPC’s council documents

This item will be discussed at the DPC September meeting.

8. Consultation of the Draft Rother Local Plan 2020-40 and the RDC Draft Housing and Economic Land Availability (HELAA)

The Members discussed their response and the Clerk will inform RDC. (CLERK)

9. Planning

9.1 Planning applications for consideration:

  • RR/2024/1000/P – Hop Garden Farmhouse, South Lane

Construction of a garden room and boot room.

RESOLVED: to support this application. Councillor Gray proposed and Councillor Ridley seconded, the voting was unanimous.

  • RR/2024/1089/P – The Green House, Brightling Road

Proposed formation of pitch roof with dormers to replace existing flat roof over garage to accommodate ancillary living accommodation and construction of external stairs (renewal of lapsed consent RR/2021/164/P)

RESOLVED: to support this application. Councillor Holyoake proposed and Councillor Gray seconded, the voting was unanimous.

9.2 No other planning matters for discussion.

10. Enforcement

10.1 One Dallington item on RDC’s latest list, this is not permitted development and RDC require a planning application.

10.2 No other enforcement matters for discussion.

11. Highways/Rights of Way

Some triangles need cutting, they at the end of South Lane, the Quoins triangle and the duck pond triangle. The Clerk to report these to ESCC Highways. (CLERK)

12. Finance

12.1 Bank balances at 30.06.24

12.2 RESOLVED: to approve the following payments. Councillor Harding proposed and Councillor Gray seconded, the voting was unanimous.

12.3 RESOLVED: to approve the payment of half the pledged amount (£500) to Ticehurst Parish Council for the JR concerning RR/2022/840/P. Councillor Gray proposed and Councillor Holyoake seconded, the voting was unanimous.

12.4 RESOLVED: to approve the first quarter accounts at 30.06.24 as presented by the Clerk. Councillor Holyoake proposed and the Chair seconded, the voting was unanimous.
