Draft minutes of DPC meeting held on 22.03.22

4. Accuracy of the minutes of the previous meeting(s)

RESOLVED – that the draft minutes of the meeting on 25.01.22 be confirmed as being an accurate record of the proceedings.  Councillor Gray proposed and Councillor Harding seconded, the voting was unanimous.

5. Open Forum

5.1 County Council report (ESCC) – Councillor E. Kirby-Green

  • The ESCC budget has been approved and balanced.
  • An extra £5M in reserves is to be spent throughout the year.
  • There will be no cuts.
  • Three companies have been shortlisted for the upcoming highways contract.
  • 96% of children have been given one of their three choices for secondary schools, 87% have been given their first choice.

5.2 District Council report (RDC) – Councillor G. Curtis

  • The Rother Lottery has been launched.
  • Some grants are available for the Jubilee celebrations.
  • Other grants (up to £1K) are available until 01.04.22. Larger grants have a smaller window.
  • There is concern that one of the housing association bungalows at Woods Corner has been sold.

5.3 Village Hall report – Mrs. J. Jeremy

  • Things are going quite well; we still need to attract new users and more committee members.
  • There have been committee personnel changes since the AGM.
  • The Gardeners’ Table is starting up again during the Library/Café sessions.
  • The Billiard Room renovation is nearly complete.
  • The financial position is healthy, due to COVID grants and users.

5.4 Public Question Time

  • The verges in South Lane are still very damaged and causing damage to vehicles and are dangerous. Some very poor patching has been done by ESCC Highways and there is still water causing more damage.

6. Dallington Parish Assembly 2022

  • The Assembly will be held on 19.04.22 at 7.30pm in the Village Hall.
  • The Clerk will send out invitations to clubs/organisations and post information on the website.

7. The Queen’s 70th Jubilee

It was decided that celebrations should be a community effort and not run entirely by DPC, although support, both financial and practical will be offered.  A meeting of Dallington residents and DPC is scheduled.

9. Enforcement

  • No Dallington items on RDC enforcement list.
  • There are major concerns about the Ajeers site and the 7 acres of land behind it.
  • Major groundworks going on and 4 foot deep trenches being constructed.
  • An enforcement complaint will be sent to RDC.

10. Highways/Rights of Way

The Clerk will send Councillor Kirby-Green photos and information about the verges in South Lane so she can take this forward.

11.1 Bank balances at 28.02.22

  • DPC deposit account – £15,852.14
  • DPC current account – £1,726.56
  • DRG current account – £404.54

11.2 Payments for approval

RESOLVED – to approve the following payments.  Councillor Harding proposed and Councillor Ridley seconded, the voting was unanimous.

  • Clerk – salary/HO (Feb/Mar 2022) – £831.00
  • * Godaddy – website backup renewal – £43.06
  • * Mastercard fee – £3.00
  • * Already paid

11.3 Approval of budget monitor and bank reconciliations at 28.02.22

RESOLVED – to approve the budget monitor and bank reconciliations at 28.02.22, Councillor Ridley proposed, and Councillor Gray seconded, the voting was unanimous.
